Hi, between C & E, I chose C.
Not able to get what is wrong with C & why E is correct?

C changed the meaning of the original. It means that not one of the solider meets the requirements

It will be helpful if a detailed explanation was provided for answer choices A and E.
I dont understand why "meet" is used instead of "met". Here we are considering two events at different time line. It is clear that the dependent clause(Even though) is in past.
So why should we use simple present.
Tell me where i am going wrong

One could argue that meeting requirements is a continuous process. The soldiers who didn't meet the requirements last year probably don't meet the requirements this year too. If they still don't meet the requirements, the past tense shouldn't be used, right? Therefore, using the present form makes more sense than using the simple past in my opinion.

I think A & C are wrong because of meaning issue. The non-underlined portion is the key here - as per non-underlined portion, there are enough acceptable soldiers that can be called for battle. Thus, saying that normal requirements are not met by ALL soldiers is incorrect.

This is purely an example of meaning based questions.
