C changed the meaning of the original. It means that not one of the solider meets the requirements

It will be helpful if a detailed explanation was provided for answer choices A and E.
I dont understand why "meet" is used instead of "met". Here we are considering two events at different time line. It is clear that the dependent clause(Even though) is in past.
So why should we use simple present.
Tell me where i am going wrong

One could argue that meeting requirements is a continuous process. The soldiers who didn't meet the requirements last year probably don't meet the requirements this year too. If they still don't meet the requirements, the past tense shouldn't be used, right? Therefore, using the present form makes more sense than using the simple past in my opinion.

I think A & C are wrong because of meaning issue. The non-underlined portion is the key here - as per non-underlined portion, there are enough acceptable soldiers that can be called for battle. Thus, saying that normal requirements are not met by ALL soldiers is incorrect.

This is purely an example of meaning based questions.

A. the normal requirements for health and marksmanship are not met by all their soldiers
B. not all the normal requirements for health and marksmanship are met by their soldiers
C. all their soldiers do not meet the normal requirements for health and marksmanship
D. all their soldiers do not meet health and marksmanship as normally required
E. not all their soldiers meet the normal requirements for health and marksmanship

A and B are passive voice, so they are not the best options. C and D are needlessly wordy. E is the clearest and most concise option.
