I'm happy to respond. :-)

My friend, I would say that this SC practice question is a very low quality question. The use of "culminating" is sloppy--it's not clear exactly what noun is performing this action. Also, it appears that they intend to read "celebrating" as a gerund, in which case the preceding noun should be possessive. These are extremely casual and sloppy grammatical constructions. This entire sentence is a disaster. I would urge you not to invest any more thought into this--analyzing the logic of this question will not prepare you for the GMAT at all.

who means the same bunch of people, but fans change in every 4 years, so D is wrong

Option D is not correctly written.

In original sentence, its "who are celebrating the victory until the". Please refer to below link:

Thank you for bringing it up - I have updated the original question. However, the OA has remained the same "A" as it was. That's how the Economist has it.
