This is an S-V-P agreement question.

A. the amount of representatives that all states have depends on their ---the amount' - is wrong

B. the number of representatives who all states have depend on their -- The singular number and plural 'depend' is wrong.

C. the number of representatives that each state has depend on its-- the number and depend is wrong as in B.

D. the amount of representatives who each state has depends on its---- the amount' is wrong.

E. the number of representatives that each state has depends on its -- correct choice.

IMO E should be right.. the number is singular , will go with depends and representatives

Every US state has two senators, but the amount of representatives that all states have depends on their population.

A. the amount of representatives that all states have depends on their - representatives is a countable noun, use of "amount of representatives" is wrong, "that all states have " will mean the number of representatives all the states have combinedly, a meaning that is not intended.
B. the number of representatives who all states have depend on their - wrong use of the modifier "who"
C. the number of representatives that each state has depend on its - each state has depends - use third person singular noun
D. the amount of representatives who each state has depends on its - same error as A
E. the number of representatives that each state has depends on its - CORRECT

A. the ((amount of representatives)) that all states have depends on their - we cannot use amount for people.

B. the number of representatives ((who)) all states have ((depend)) on their - it should be "depends"/singular noun and "who" should have been "that".

C. the number of representatives that each state has ((depend)) on its - same as B.

D. the ((amount)) of representatives who each state has depends on its - same as A.

E. the number of representatives //that each state// has //depends// on //its// - correct.

Thus, E is best.
