1. The clause after comma is not independent. So D and E are out
2. The abuse cost the business. So C is out
3. Between A and B, B is more clear.

Hence B

(C) significantly compounding the effects of drug and alcohol abuse, already with business costs of

Incorrect

3. D is wrong because initial non-underlined part "the use....is growing" which indicates it requires an adverb to indicate the emphasis and also u can see ", and already costing business" part in the end which add another clause rather than a modified form.

But in C, "costs" is noun and not verb. So, it is not wrong because of that. Instead, it is incorrect because C does not tell us that "the use of crack and cocaine" adds to the cost.

Very Important To Understand

"..xyz is growing among workers, significantly compounding the effects of .."
Here, the Modifier is the underlined part i.e. the entire clause - "significantly compounding the effects of".
This Modifier is modifying the clause before comma.
The word - "significantly" is Only modifying the clause "compounding the effects of..".

"..xyz is growing among workers, significant in compounding the effects of .."
Here, the Modifier is the underlined part i.e. the word - "significant".
This Modifier is modifying the noun preceding it, NOT the entire clause before comma.
