You could never find a surface(Noun) solid enough to stand(adjective) on Saturn because the
planet is less dense than water

A is the best choice.

(B) on Saturn + Where -> is redundant

(C) Wordy construction and using where is incorrect. Where is used for proper nouns indicating a place. Surface is not a proper noun. Also that cannot modify its predecessors. It should modify a noun and not an adjective.

(D) that modifies Saturn - This is incorrect because it is should modify the surface

(E) Not clear if the surface is on Saturn. Saturn should be as close to Surface as possible.

imho, the answer should be D.

that in D modifies surface on Saturn, not saturn.

A has our old problem--disruptive modifier.

Even though Bhai has given OA to be A...even I think that the answer should be D...
