(C) so that they do not compete directly with

(E) for the purpose of not competing directly with

in this "they" could refer to factory outlet,manufacturers or shopping centres is it so ? or since these words appear in modifying phrases separated by comma, do not lead to reference error ?

I know the idiom "so that ..."

but isn't "they" ambigious ??
they could mean factory outlets or even shopping centres ?

"e" does not have any doubt about referent they...
remember we have to select the best answer of the lot

option C for sure

they refers to the only subject (factory outlets) introduced in the beginning of the sentence and not the dept. stores which comes later

Slightly tricky with "compete against" and "compete with"

B is wordy "not to have....competition"
C "they" who?
D is wordy and also "they" who?

Definitely B.

"they" correctly referes to the original subject.

E - "are located" is passive "for the purpose of" is active. It creates an impression that the whole reason of their existence is to avoid competetion.

Auto factories are located in detroit for the purpose of benefiting from the huge industry pesence.

Or better

Auto giants build factories in detroit for the purpose of benefiting from the huge industry presence.
