“it” has no referent. Hence incorrect

“who go on to college” modifies “United States”. Hence incorrect

(E) The percentage of United States high school graduates going on to college is fifty-two that in Canada is thirty-five, and that in Great Britain, Japan, and West Germany is fifteen.
“that” is incorrectly modifying “fifty-two”. Hence incorrect

In D, who is modyfing graduates, not US.
