A. reduced

B. it reduced

C. reducing

D. would reduce

E. it had reduced

KAPLAN OFFICIAL EXPLANATION:

C

When you see items in a list, consider whether there is a problem with parallelism. Here we have a list of 3 things the company was forced to do: close plants, lay off workers, and reduce budgets. In the original sentence, the first 2 items have the gerund -ing form (closing, laying), so the third item must be reducing. (C) is correct.
