B for me since it retains parallelism(Floating, affecting).
A-incorrectly placed comma
C-should be pollutants that affect
D-again wrong SV agreement
E-awkward

Overall,a poorly worded question.Try sticking to official sources for verbal questions

The OA is A this question isn't testing parallelism. I agree official sources are the best for verbal.

A?

Eliminated the rest

A pollutants, interactions that affect
B pollutants, with interactions affecting - this incorrectly conveys that data transmissions are coupled with interaction
C pollutants that affects - singular verb can not be used for "interactions" or "pollutants"
D pollutants that is affecting - incorrect progressive tense
E pollutants as affects - same as C

Floating in the upper layer of the atmosphere, a group of scientifically made particles collects and transmits data on the interactions between cosmic rays and man-made pollutants, interactions that affect the climate throughout the world.

A pollutants, interactions that affect. Seems correct. Properly uses the appositive to clarify what affects the climate change. Lets hold on to this option for now.
B pollutants, with interactions affecting. "with" interactions is confusing. It can mean that the pollutants have interactions inside them. Meaning is unclear.
C pollutants that affects. Wrong. Meaning is unclear. Does the sentence mean to say that the interactions affect the climate or that the interaction are between cosmic rays and pollutants(polluttants which affect the climate)
D pollutants that is affecting. Same problem as with choice C and additionally subject verb agreement problem.
E pollutants as affects. Clearly non sensical. Also subject verb agreement problem.

Its really a tricky questions coz generally we add extra information to a clause using a hyphen not comma ....Whats the source?
