Index for females = (20-4)/20 = 4/5 = 0.8
Index for males = (20-16/20 = 1/5 = 0.2
Index for females exceeds males by 0.8 - 0.2 = 0.6

The women have an index of:

(20 - 4)/20 = 16/20 = 4/5 = 0.8

The men have an index of:

(20 - 16)/20 = 4/20 = 1/5 = 0.2

Thus, the index for the females exceeds that of the males by 0.8 - 0.2 = 0.6.
