i would say D

A ...we dont know what is the degree of discord...we only need a high degree of international accord and ability

B...nope...we also need the ability to prevent flow of goods ...also again we dont need unanimous decision..just "a high degree of unity"...

C...Wrong...we cant say that...because we dont know what is the level of international support

E...again, we dont know if we have the ability to block the flow of goods

D...i think D is best ...the "likely" part is convincing enough...it reasonable enough

i would say D:

read the first part of the sentence closely:

For a trade embargo against a particular country to
succeed,

...for it to succeed two things are necesary....

and the rest of passage says that if Patria blocks its ports there will be international discord....so clearly one of the things necessary for an embargo to be successful would be missing....so the ONLY thing we can conclude with the information in the passage is that a trade embargo would fail....b/c in order to succeed we need two parameters and we are GOING to be missing one if Patria blocks its ports....

Employ formal logic:

If both international accord and preventing, then an embargo.
If preventing and NOT an accord, then NOT an embargo.
D matches the above.
