We need "have" over here so straight A out; B - "by which" & "been" usage doesnt seem fine to me; C - ing form is WRONG here; D - again the same problem as C; E - seems BEST to me

here 'has' refers to progress and not devastation..cuz 'that' follows d preceding word..so progress is singular n v need 'has' not 'have'
