(A) they originally seemed
(B) they originally seem to
(C) they seemingly would cost originally

D and E are out, as 'it' is not the correct pronoun for vacations

A is not parallel while D is lengthy (not concise).

B is the best choice. Parallel structure, and correct pronouns (charter vations often turn out to cost .... more than they originally seem to [cost])

B for me.

(A) for me.
'...seem to' in (B) is incorrect because the past should be used. besides, 'to' is redundant.

"to" is not redundant because it is needed to keep parallellism in comparison. We are comparing two infintive roots, one of which, the last one, has an ellipsed verb.

For many travelers, charter vacations often turn out to cost considerably more than they originally seem to [cost]

The verb stem, infinitive root, in brackets is ellipsed but we need "to" to make the right comparison.

Thanks Paul, point noted - you are absolutely right.
Nevertheless, i think 'seemed', because it is in the past, is appropriate. So, (A) over (B).

Of course past tense was needed.
