B. Vacations are plural, so D and E are eliminated. C is ridiculous and A suddenly jumps into the past tense.

I'd pick E here.

I think it refers to cost and they refer to vacations.
It is tough one.

I'll go for E....

IN A , B , C 'they' refer to travellers or vacations...it is not clear...

Options are D and E...I think E is a better choice that clearifies 'they' as vacations here....

my take is D...

first of all who is "they" refering to? the only noun is travellers..did the travellers turn out to be more costly...NO...

the pronoun in C, "it" refers to vacations, and yes it is fine to use "it" because we have plural subjcet vacations....

D is the only which is correct...D it is..

A,B,C "they" is ambiguous
E - seemed originally (D) seems better than "originally seemed". "they would" seems awkward to me.

(A) ok, correct..
(B) to is unnecessary and seem is not correct verb. we need past from.
(C) absurd and rediculas (agree with GMATT73) too.
(D) pronoun it is incorrect.
(E) same as E.

I still think E is correct. "It" does not refer to anything, it is the expletive "it".
