can be re-written as
charter vacations often turn out to cost considerably more than the cost originally seemed.

I will go with D.

'they' refer to charter vacations ....having a 'would' at the end completes the comparison

This question has been posted several times and I keep getting it wrong.

Vacations are plural so it has to be A or B.

(A) correctly uses "seemed" to refer to the past (hint:originally)
