These taxpayers fear the fines and late fees resulting from an IRS audit. BUT the IRS wants to improve the operating efficiency by improving their image.

(A) many taxpayers are only concerned with receiving their refund checks
-- Irrelevant.

(B) a friendlier public image for the IRS will increase voluntary compliance with tax laws
-- That was the IRS's hope behind improving their image. But I'm looking for something explaining why it's in fact the opposite, i.e. counterproductive.

(C) the timely collection of taxes could not be maintained if most taxpayers did not have a respectful fear of the IRS
-- This one helps explaining the above discrepancy by providing a possible reason. Keep it.

(D) fewer taxpayers fear the IRS today than feared it 10 years ago
-- This may be the result of an improved IRS image to the public, but it says nothing about the operating efficiency of collecting the taxes.

(E) collecting delinquent taxes does not necessarily cost the government more than collecting taxes on time
-- This point is about costs comparison. But the argument above is about the disconnect between the friendly public image and the operating efficiency.
