Then the manual has the incorrect question. I don't think this question is answerable in its current form.

Given : a/b =0.6
a/0.6 = b
a *10/6 = b
That means a should be multiple of 6 (since a is an integer)

Only option D gives a in fraction when divided by 6. hence D

Given a/b = .6 --> b = a/.6

which can be written as 10a/6 = 5a/3

Since we know b is an integer so 'a' has to be multiple of 3 out of all the options D isn't a multiple of 3.

If \(\frac{a}{b} = \frac{6}{10} = \frac{3}{5}\), then we know A must be divisible by 3. Using the divisibility rules, we can figure that the sum of integers for the number 137 (1 + 3 + 7) is not divisible by 3. Thus, 137 could not be divided evenly to provide a fraction equal to 3/5 or 6/10

Simplifying we have:

a/b = 6/10

a/b = 3/5

We see a is a multiple of 3, so 137 cannot be a.

Answer: D
