C is irrelevant because we care of the For-profit So and the financial aid from goverment and states and NOT the citizen themselves

The number of citizens that get benefited from federal and state financial

Hope now is more clear to you. You should read SUPERRRRRRR very carefully the words of the stimulus AND the passage.

The key to nail any question.
