"amounting to" is needed. So either D or E.

D is concise and clear.

Will opt for (D)

(A) & (B): alters the meaning of the sentence. These options appear to give the definition of "minority"
(C): Akward
(E): Alters the original meaning of the statistics

(D) ... took a long time on this ... E is wrong because it is suggesting that white population went down by 75% ....
