E indicates that the method that processes data is the key reason to the increase in the unemployment rate, not because there are more unemployed people

E: It shows that the percentage of unemployed citizens increased because of the inclusion of a new age group being done ONLY FOR THIS PARTICULAR YEAR. While, the number of unemployed citizens remained constant.
