The argument does not state anywhere that there is no life extraterrestrial instead it simply stated that if it were to be found then enough investment of money and effort has been made and yet there has been no success. Therefore this option doesn't refer to what arguments has stated
(B) The equipment that scientists employ is not as sophisticated as it should be.
Clearly wrong option because argument doesn't doubt the sophistication of equipments rather it supports it.
(C) Scientists searching for extraterrestrial life will not find it.
Author of argument has been judgemental and firm that every effort has been made on direction to find life on other planets and hence gives credence to this option.(D) Only if scientists had already found evidence of life on other planets would continued search be justified.
Argument doesn't substantiates the justification of furthering the search instead it simply takes a decision that life on other planets won't be found by researchers. But is is second closest to correct answer

Incorrect option. Argument doesn't base on money factor instead it only makes it a basis to be judgemental that everything possible has been done and enough investment has been made for the cause.
