1) "not any happier than'' is not idiomatic, "no hammer than' is idiomatic.....so we are left with a) and d).
2) "are people who are leaving" - wordier and "are people" cannot be used here it requires "do people".

Sentence is having parallelism issue

People living in small towns and rural areas consider themselves .......than people living for parallelism

So C,D, and E are incorrect

Not any happier :-Not a correct idiom So A is correct!!!

I think A

Its ok as it is...

"happier " is in comparative form ...so its ok ..because we are comparing happiness of two kind of people.

First Take: no happier Vs not any happier...
Not any happier is wrong (not correct idiom).... hence B,C,E are out...

Between A and D.... A is parallel to the ques.... people living in X... than do people living in....

Hence A is correct!

I think C, D, E are out as it has to end with people living for parallelism..

between no happier and not any happier ..

I would go with 'no happier"

Is the intended meaning of this sentence correct
Freedman's survey showed that people living in small towns and rural areas consider themselves no happier than do people living in big cities.
This sentence compares the happiness level at which the ppl living in small towns consider themselves with the happiness level at which ppl living in big cities
is it correct for the sentence to compare the considerations of the 2 types of ppl
or
Should it rather copare the actual levels of the 2 types of people

being happy is an action.Do correctly refers to this.
A is correct. E changes the tense bringing into present with the 'are' usage there.

I was struggling with the difference between ' no happier' versus 'not any happier' as well, since that seems to be the only difference between answer options A & B.

This is what I understand.

'not any happier' changes the meaning of the sentence - When you say John is not any happier than Susan- John is not happier than Susan is- but 'no happier' better comparison when you use consider- John considers himself to be no happier than Susan.

At least that how I made my peace with option A!!

Just to aid on this in E- i) "are" is resdundent, ii) we are comparing people living in "A" with people living in "B"

I still don't get the difference between 'not any happier' vs 'no happier'. Can someone please explain how to get rid of (b) .......not any happier vs no happier - issue between the choices a and b - is still not clear.

not any happier refer to none or nobody,which is incorrect idiom in this question.
no happier denotes the current state of mind of the people and is the correct comparison .
Remember its about the meaning of the sentence instead of usage of correct words.

So if Not any happier is not idiomatic. Do we need to worry about this sort of SC, since i keep hearing that the idiom is not tested anymore?
