C is my answer

(A) but unemployment and prices too
too at the end is awkward...and also there is lack of parallelism

(B) and also unemployment and prices
the item in the blanks...should start with but...because it contrasts the positive

(C) but so have unemployment and prices

Correct choice, IMHO
(D) and so also unemployment and prices
the item in the blanks...should start with but...because it contrasts the positive
(E) but so did unemployment and prices
there is no reason to use past tense "did" here..voted out

'has soared..and so have' is ||

and also is redundant. BD are wrong.
A is missing a verb in the second clause.
E is in the wrong tense.
