Gives us the total volume and thus by calculation, the rate of A ; but provide us no info about B neither its rate nor time taken
INSUFFICIENT

(2) Fuel tanker B alone will require the same number of hours to fill the same reservoir
Tells us that time of A and B are same and thus by inverse their rate is same . they both will do equal work, no matter how much the volume of the underground reservoir is therefore the TOTAL time taken will always be half of time of A = 12/2 = 6 minutes.

SUFFICIENT

ANSWER IS B
