There is only one essential requirement in this thread. When you introduce Gall’s hypothesis, it has to be introduced as ‘Gall’s hypothesis that. All other idioms are wrong; Only C is correctly expressing the idiom.

@sdas: you're totally wright.

Because I see may people fall in a trap in (B). So, I just want to add one more thing.

Both B & C have "that".
But B is incorrect because it changes the meaning. "that" modifies "hypothesis", not functions.
It's like: Gall's hypothesis that are localized in different part........
B doesn't make any sense because of wrong modifier

(B) Gall’s hypothesis of different mental functions that are localized in different parts of the brain is widely accepted today

Hypothesis is a reporting verb. After a reporting verb we need to use "that".
Only C fits - 17 secs :D

In GMAT, "hypothesis that..." would always be preferable to "hypothesis of..". Consider it an idiomatic usage.

"Hypothesis" is not a verb - it is a noun. The modifier "that different mental functions are......" refers to the noun "hypothesis".

I think A and B both make sense regardless of meaning. A and B both make sense depends on HOW you take it. Here the problem is: everyone have to know THAT 'hypothesis' before getting this sentence correction. We are not medical student that we have to know any hypothesis that is related with medical science. So, should we have to know the medical science before taking the GMAT ?
