B says = (B) suggesting that George’s conclusion is based on incorrect assumptions -

George's assumption: Even if the trial doesn't work on some people, the whole trial is a failure.
It is not an incorrect assumption.

Yes Shelly does not agree with his conclusion but she agrees with his reasoning that some people will benefit from it. (In total some ppl don't benefit , implies some people do benefit)
Also her conclusion is not that Campaign will or will not be successful (We can't reason that) -
Shelly's Conclusion: There will be reduction of drunken driving cases.

Hope you understand my reasoning.
