Vowel-ending Prefix with Vowel-beginning Root:

In this section,

Sentence Given: Generally a hyphen is NOT used when the prefix begins with one vowel and the root word begins with another vowel.

When going through it, I had a doubt if it should be as below:

Generally a hyphen is NOT used when the prefix ends with one vowel and the root word begins with another vowel.

Please let me know if my understanding was right.

I never read such concept in MGMAT sc or in any other forum. Could you please share me the source.
