Each of the At-home GMAT appointments has to be staffed by a Moderator, so there would be a limit to how many Exams could be administered at any one time. In addition, the At-home Exam runs on an appointment/scheduling system the same way that the traditional Test Center GMAT does, so spots fill-up as GMATers set their appointments. It's certainly possible that a large enough group of people planned ahead and scheduled their appointments to the point that the schedule was filled - BUT in the same way that spots can open up at a Test Center (when people choose to reschedule), they can also potentially open up for the At-home GMAT. As such, you might consider checking the schedule periodically to see if any spots have opened-up during the weeks that you're interested in taking the GMAT.
