However, how does it factor in regarding the frequency limits, i.e. the limit of taking tests at least 15 days apart? If I take the online test on the 1st of June, would I have to wait 15 days until the 16th of June to re-take it at a test center (assuming they open in my region)?

TWIC the answer would be no to both questions I believe.
You cannot have anything but your laptop in the table, if you had a docking station I guess it may do, but even if you have the laptop screen off when you begin, you could turn it on pressing a key. I'm not sure but would say it is a no, it is a **** that we have to do the exam in a 12, 13 o 15" screen but that is what it is.
For your second point, there is no time constrain, you could virtually take the Online GMAT and the GMAT at a Test Center on the same day
