D because the policy or practice started as being an explaination, but as the argument developed, this changed to being an evaluation of the argument. The second part is since managers leave and there are other ways of obtaining said experience, the bold part goes to say why the practice becomes redundant.

Its D.
Reason: for first bold faced statement there can be three statements which can be true B,C & D but
from second bold faced statement it can made out that the practice defined in first stmt result can be achieved by using some other practice also which is covered in D only.
B: Explanation for practice: Incomplete as we say that result can be achieved by some other practice also.
C: Cannot achieve goal: Incorrect as we are not saying that practice 1 cannot achieve the goal, only thing is there can be other practices to achieve goals.

I choose E

The argument seeks to evaluate the compny's policy, so A and B are out.

The conclusion says that the program should be discontinued, which is what E says.

Problem with C: it is not stated that the practice cannot achieve its objective, it only says that it could achieve it through other ways

Problem with D: the policy is need but the policy should be discontinued because the attrition problem cannot be solved

Was choosing between C, the trap, and D, the answer.

"both goals can be achieved in other ways" implies that D rather than C is correct.
