I believe it's E.

A and E are the two best choices. What you have to recognize is that although she is now the former chair, Joan did these things as and when she was the chair of the board, not as when she was the former chair.

It's E,

Using former does not seem correct, since it implies she was the former xxxx for the past 18 years
