Stat 1:
Only tells us that the line intercepts the x-axis at a pt. greater than 1. Insuff.

Stat 2:
Only tells us that the line is downward sloping. Insuff.

1&2:
Tells us that the line is downward sloping and intercepts the x axis at a pt greater than one. The line could either go through the circle in which case the answer is yes or not go through the circle in which case the answer is no. Insuff.

Agree with Himalyan. Go with E. I had seen this question on my practice GMATPrep, i had got this one worng. On analysis i got solve it myself correctly . The trick here is to be cool and think of all possible values / situations.
