OK,

we know that 12/x <2/5 where x = 12+y

multiply by 5 both sides:
60/x<2 so x has to be >30

30<12+y
so y has to be greater than 18, so answer is 19

Used a similiar method:

12-blue / y-yellow

2/5x=12

x>30 total balls

30-12= 18 (but it must be greater per the stem)
