Is the best question to evaluate the argument.

this is a poorly written question. where did this come from?

second sentence rewritten:

Since the health consequences and associated costs of not rejecting that one percent would not be worth noting, whereas the cost of maintaining the agency is not, the agency's cost clearly outweights the benefits it provides to the people of Goronia.

pretty bad sentence. not worth wasting your time on this one.

i've found a key to studying is to locate the really crappy questions and trash them.

Reads like an LSAT CR. Anyway OA should be (C). The board may serve primarily as a "deterrent" to keeping substandard cheeses out of the country. This is an evaluation question, so we can either weaken or strengthen the argument.

C is the answer.

If C is true, the benefit of having the inspection agency is clearly more than 1 percent of the rejected cheese.
