Grammer Rule clarification on Need vs In Need of [#permalink]

Can some one help me to clarify the grammar usage rule between usage of Need verb. For example " Mike needs to get a cut hear cut " Vs " The grass needs cutting". Why can we write " Grass needs to be cut" . thanks
