Gwen feels that students only look at delivery service and not the cost of food so it doesn't matter whether expensive restaurants or less expensive restaurants are making the delivery. Hence she suggests that local economy could improve if cheap restaurants were replaced by expensive restaurants having delivery service.
Jose tells that expensive restaurants already have delivery service.
So the discussion shows that both cheap and expensive restaurants have delivery service but expensive restaurants are not as popular as cheap restaurants.Hence Gwen logic is not correct and we can conclusively say that other things being equal ( such as delivery service) price is the main factor that decides which restaurants are popular.
