In sen A, "he" is not needed as the sentence is trying to present two actions of the subject, Hannibal.
C and E are out because of parallelism issues; the second part expects a verb after "and"
From B and D, I think "victory over" is the right idiom.
So, D

This question is testing parallelism and the general sentence structure rules.

When we have a common subject for two clauses : we don't need to use a pronoun and we need a conjunction without a comma.

Marched and won should be parallel.

Victory over is the correct idiom. Victory on is incorrect.
