'Is shedding' means something thats happening in present and will go on till future. And why is it shedding ' to become one of asia's glittering metropolises. Here there is a causation taking place, something thats happening in present and will go on till future, this will result to a future event. So usage of shedding is very important.

Hope it clears the doubt.
