I have a score of 700 in the GMAT. I am a graduate from one of the NITs with over 4 years of experience in the management consulting industry. My undergrad gpa is 8.03 and class XII percentage is 97.
I also have a couple of certificates under my name for organising music fests in college. Also, I have a patent for a social cause that I would like to highlight as well.
I wanted to get an opinion on the best colleges I can target with this profile.

We have said this many times earlier.
From my large set of professional data-points, you do have a shot at T20 Progs. The 4 years is just right as for your WE period, though it really matters HOW you highlight your professional accomplishments. The moderate ECs may be a dampener, although what I have observed that we as Indians often downplay our ECs, though we have many. Apart from a very strong Resume, you will also need Career Goals that show clarity of thought, and strong LORs. Contextually, what most of my clients thought was a strong resume and powerful LORs, have needed to be redesigned from scratch.
Finally, all the above said and done, the GMAT score is one of the important factors for your Admission Application Decisions, but please understand, it is JUST ONE of the important factors. It's a major mistake to think that any good advice can come through providing the above limited information only, and even bigger a blunder to lose out on the excellent opportunities you could have access to, by applying without submitting a less than powerful application.
