Only A and C are contenders.
He making a book in 1906 a major document does not sound correct.
A conveys that he read the book and at the same time made it a major document in his freedom struggle.

I will go with A on this one.

I'd go with C

While A sounds correct it has a slightly different meaning. Did the Ghandi read the book in 1906 (choice A) or did he read the book -- then in 1906 made it a document to ....Indian Independence. The latter makes more sense to me because the year seems to indicate the Indian Independence.

B

In order to make the rights to civil disobedience the centerpiece of his struggle, he puposely read the document.

Another vote for A.

B, C are wrong as they change the meaning. in B Gandhi may not have read the book in order to make it into a document. C changes the year in which the book was read,
D, E gramatically incorrect.

what is OA?
