IMO A

It calls for the use of Subjunctive mood. Verb 'requires' is a kind of demand/recommendation. Therefore, we must use 'that' construction & infinitive form of the verb. Verb 'to be' becomes 'be'.

In B use of 'should' is wrong.

eg. Wrong: 1) She recommends that John should take the ferry.
2) She recommends that John takes the ferry.
3) She recommends that John had taken the ferry.

Right: She recommends that John take the ferry.
