We are not given the width of the chocolate.

First statement gives us the dimensions of the carton, but we dont have complete dimensions of each chocolate, so we cannot find how many chocolates can be packed in there.

Second statement doesnt help anywhere, as we need dimensions, and this just gives ratio of the three dimensions.

Combining the two statements, we still dont have the width of each chocolate. So we cannot find. Insufficient.
