S1 - 150 families have atleast 1 phone.
No info on 2 phones.
Insufficient.

S2- 45 families have at least three telephones.
No info on 2 phones.
Insufficient.

Combining, we cannot obtain info on families having exactly 2 phones.
Answer E.
