Radius of circle to be inscribed =2 units
Diameter of circle to be inscribed =4 units

3 circles along the column =4*3=12 units
We can make 3 columns =3*3= 9 circles

Circumference of circle, 2πr=4π or, radius=2
Diameter of circle=4

Circles will not overlap with each other inside the square iff sum of diameter of circles is equal to the length of sides of the square bot in horizontal and vertical direction.

4+4+4=12 (horizontal direction), No of non-overlapping circles=3
4+4+4=12 (vertical direction), No of non-overlapping circles=3

So, total no of non-overlapping circles=3*3=9
