This is a 2 by 2 question that frequently appears in the GMAT Math.

From the question, we can draw a table like attached.

From the table, we can see there are 4 variables (a,b,c and d). In order to match the number of variables to the number of equations, we need 4 equations. Since the condition 1) and the condition 2) each has 1 equation, we lack 2 equations. Hence, there is a high chance that E is the answer. Using both the condition 1) and the condition 2), from a-0.25b=16, we get (a,b)=(16,0),(17,4). The answers vary and not unique. Hence, the correct answer is E. (this is true because we do not know how many questions Joey attempted)
