"That" is required.

A -- talks about uncertainity (may agree)

B,D -- vomiting "may" distorts the original meaning

A is the best.

One month ago I struggled with this question and must say that you are going in a wrong direction . There's no much/many issue. To unlock this question we have to remember that "however much" is a special combination that means something like "Although". I would gratly appreciate if any Expert could verify or correct me.

Hi,

I will solve the question in different way. Because to eliminate answer choices we have to depend on 1) Meaning 2) Structure and 3) Grammar.

If we read the original sentence carefully we can see that question shows contrast.

And option E is not showing any contrast.

So, eliminate E. Besides we can eliminate this choice depending on structure of sentence.
E adds two independent clauses by using comma, a wrong structure.

Now look at the non-underline part of the sentence.

We see a " that clause" after 'and' it shows that before 'and' we need another " That clause" to make the sentence parallel.
Only A does so. Eliminate other choices depending on the structure.

Now As the previous poster posted, much is not modifying US voters. Actually, in the real exam scenario it will be difficult for me to find what the word 'much' is modifying. I will rather go with the above mentioned approach

Much of us voters means greater proportion of the us voters. proportion is uncountable, thus it is correctly used.

B and E out--- Change the meaning. There is no "agreement".
C and D out--- "that" should be used before the supporting clause "there is waste in government". Also, although "Although" and "Even though" are very similar to "However much", "However much" gives a better sense of the degree of agreement and the other two slightly change the focus from the degree to the "agreement" itself.
A is the best of the lot.

If there is any confusion, then just replace "However Much" with "How Much", this is certainly the quality of Adverb to answer "how much?" -> Thus "however Much" is modifying "agree"... A is the winner...
