My take is E..

reason...

Emergency response workers prefer hydraulic tools, not only because they are less frightening to crash victims, but also because............................................

A) One hydraulic rescue tool can perform the functions of both a crowbar and a circular saw...this means there is one hydraulic tool that performs the function of the two other tools..too specific..
B) Hydraulic tools are quieter and do not cause crash victims to panic...already stated in the first part of the sentence.
C) Hydraulic tools are unlikely to complicate an already dangerous situation in the way that more traditional tools often did...this means hydraulic tools does not complicate the danger in the way traditional tools did BUT it does complicate in some other manner..
D) Hydraulic tools are able to quickly and efficiently repair structural damage to vehicles involved in collisions..not concerned with repairing...
E) Emergency response workers have greater leverage when using hydraulic tools than when using traditional tools, such as crowbars and circular saws...correct...

The answer is C

A One hydraulic rescue tool can perform the functions of both a crowbar and a circular saw.
Wrong. Does the tool need to perform these functions to rescue? The passage already cites an issue with these tools
B Hydraulic tools are quieter and do not cause crash victims to panic.
Wrong. The author is trying to cover a new point after 'but also because' hence will not repeat the victim issue again
C Hydraulic tools are unlikely to complicate an already dangerous situation in the way that more traditional tools often did.
Correct. The author clarifies the doubts in the mind of reader by nullifying the issue with the traditional tools and fits in well after 'but also because'
D Hydraulic tools are able to quickly and efficiently repair structural damage to vehicles involved in collisions.
Wrong. Off track answer, the passage doesn't talk about repair of the damage.
E Emergency response workers have greater leverage when using hydraulic tools than when using traditional tools, such as crowbars and circular saws.
Wrong. The passage doesn't talk about the lack of leverage with traditional tools

It has already been mentioned in the not only statement

AS mentioned in the passage traditional tools which could cause additional structural damage or create sparks are replaced by Hydraulic tools proves this answer right
D Hydraulic tools are able to quickly and efficiently repair structural damage to vehicles involved in collisions.
Out of Passage
E Emergency response workers have greater leverage when using hydraulic tools than when using traditional tools, such as crowbars and circular saws.
Out of passsage leverage has nothing to do in this question

Hi,

In this question, we are asked to fill in the additional advantage of the Hydraulic tools, which must be different from the first one, over the old tools. Be minded that we need to find an additional reason to choose Hydraulic tools because of the conjunction couples: not only ... but also.
So let's evaluate each choice.
A - One hydraulic rescue tool can perform the functions of both a crowbar and a circular saw. => already mentioned as a premise in the argument -> eliminate A
B - Hydraulic tools are quieter and do not cause crash victims to panic. => already mentioned as the first reason for choosing the Jaws over the others. -> eliminate B
C - Hydraulic tools are unlikely to complicate an already dangerous situation in the way that more traditional tools often did. => matched what we are looking for -> keep this choice
D - Hydraulic tools are able to quickly and efficiently repair structural damage to vehicles involved in collisions. => the argument is about tools to remove victims from crashed vehicles so this choice is out of scope -> eliminate D
E - Emergency response workers have greater leverage when using hydraulic tools than when using traditional tools, such as crowbars and circular saws. => more leverage then what? this choice does not provide a clear edge of using Hydraulic tools > eliminate D

Only C is left.

Choice A is taking about the function but not why using one hydraulic is better than using two traditional tools so can not be the answer.
Choice B is just the repetition of point 2 above and hence can’t be the answer.
Choice C talks about how hydraulic tool is better in the same line as point 1 and 2 and hence is the best choice.
Choice D is again out of scope as passage is not taking about vehicle but about rescue of victims.
Choice E is not direct enough to give a good reason as compared to choice C.


is there any conclusion in this question stem? or we just need to identify additional premise?
