I think E is the answer.

IV. It is not raining
III. Whenever I drive my car on the highway it rains.
1. I am not driving my car (modus tollens IV and III)

Has anybody encountered this kind of questions on GMAT?

E here too.

If it is not raining, it means he is not driving and therefore not polluting.
