Stmt 1: Insufficient.
m=2; m/2=1 is NOT an even integer.
m=3; m/2=1.5 is NOT an even integer.

Stmt 2: Sufficient.
if m - 3 is even, then m must be odd.

Hence, B.

Stmt 1: Insufficient.
n=2; z can be -1 or 1.

Stmt 2: Insufficient.
if n=0, z can be any value > 0.

Both statements together makes z=1. Hence, sufficient.
